UGC Caution About ODL/Online Courses By Edtech Companies

Taking note of the advertisements by some Edtech companies in newspaper / social media / television etc. that they are offering degree and diploma programmes in ODL (Open Distance Learning) / Online modes in association with some universities / institutions recognized / entitled by the UGC, UGC has issued a Public Notice stating that this is not permissible.

The notice dated 16 Jan 2022 specifies that as per UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 and its amendment, HEIs (Higher Education Institutes) shall not offer ODL and/or Online programme(s) under any franchise arrangement and the HEIs themselves are completely responsible for the programme(s).

In light of this, two key cautions have been made by UGC as below:

a) Caution to entities offering such courses: Such a franchisee arrangement is not permissible and action will be taken against defaulting EdTech companies as well as HEIs under applicable laws / rules / regulations.

b) Advise to students: All the students are also hereby advised that they should check the recognition / entitlement status of the programmes on UGC(DEB) website (https://deb.ugc.ac.in) above before enrolling in any course.
